Abstract
The article deals with the establishing oh the home guard in Russia in 1806 – so called Territorial Army. The author observes home and international suppositions of its creation, as long as juridical aspects of this action. During long lasting confrontation with Napoleonic France Russia had to increase constantly its regular army. Such opportunity was limited by the system of recruiting. The solution was found in creation of the temporary home guard.
