Abstract
After the catastrophic defeat of Russia in the diplomatic and military fronts to 60-m, XIX century. in many frequent peasant uprisings there is urgent need to address such urgent issues as the abolition of serfdom, the introduction of the Zemstvo and the adoption of the municipal government, education reform, the military sector and other Key period before the era of liberal reforms, became the second quarter of the nineteenth century. It was in the 30-50-ies was the preparatory processes in the field of legislation marked the beginning of a new era.
