THE RULING CLASS IN MODERN RUSSIA: WHO IS “THEY” AND WHETHER “THEY” ELITE?

Abstract
For the modern Russian elite, its composition, qualification and professionalism are very important issues, as seen the need for such a ruling class, which, firstly, the trust of the population and, secondly, who would be able to take responsibility for change. So who is the ruling class in modern Russia, and whether he's elite? To get the answer you need:
1) to define the term “ruling class”;
2) to study the history of the ruling class in Russia;
3) consider ways of formation and the composition of the ruling class;
4) to answer the question whether the ruling class elite?
The role of the political elite in Russia is of particular relevance due to the fact that the leading role in the reform plays it, depends on the degree of development of the society.
