Abstract
Currently, Russia has experienced a difficult economic situation. In consequence of this tax policy must respond appropriately to the situation of the economy and the population as a whole, to ensure the stability and predictability of the tax regime, namely, payment of taxes and insurance premiums. It was pointed out by the Russian President Vladimir Putin to the Federal Assembly in his letter of December 4, 2014.
