Abstract
In the article on the materials of the Tyumen province is considered the activities of the authorities to establish the legal bases of functioning of the Soviet militia. Based on the analysis of normative-legal acts of the government and local authorities, the author identifies some specific functions of the militia in the period of war communism and the initial period of the New Economic Policy.
