Abstract
The article deals with the issues of affordable and comfortable housing in Russia, the formation of the state incentive programs and effective management system development of affordable housing market of the metropolis. It given the specific features non-commercial apartment buildings as investment objects and analyzed the factors of their investment attractiveness for private investors.
