Abstract
The article focuses on changes in legislation regarding the management of the Siberian city in the first quarter of the nineteenth century and have distinguishing characteristics. The death of Catherine II coincided with the Grand external and internal changes, like nearly all areas of functioning of the state and the transformation of life of the population of the Russian Empire. Established new conditions demanded changes in administration and public life. This process could not ignore the most important concentration of socio-political, socio-cultural, infrastructural components of everyday urban space. Therefore, the period with the onset of large-scale transformation of public sector reforms have been made and controls cities, including mastered the outlying territory of Western Siberia.city management in Western Siberia in first quarter of the XIX century.
