Abstract
The article analyzes the indicators used by the world ranking ARWU, THE, QS to rank universities. It is shown that these ratings are used to assess the effectiveness of the execution of the Decree of the President of Russia on May 7, 2012 number 599, is not sufficient to objectively assess the quality of education. The recommendations for improving the regulatory and legal basis of education quality assessment used in the Project 5-100.
