Abstract
The article examines the main causes of the terrorist attacks on French fighters of the Islamic State in November 2015. Analyzes the weaknesses of the law enforcement and immigration policy of the French. The terrorist threat is seen as an element of the technology of controlled chaos to destabilize the European Union.
