Abstract
The article reviews all types of loan help for peasants and handicraftsmen, held by the local authorities (zemstvo) of the Vyatka province in the end of the XIX – beginning of the XX centuries. The main form of this help is mentioned – credit cooperation. The author links to a great number of drawbacks in the handicrafts loaning organization.
