Abstract
This article is devoted to the formation of mechanisms of legal regulation of land legislation since 1990. The study identified the main direction of the reform - the formation of the institution of private property. For decentralization and the emergence of civil turnover of land it took a decade of active legislative activity and political struggle between the progressive and conservative ideas. Particularly painful was the issue of commercialization of agricultural land.
