Abstract
The article analyzes the problems of environmental rights of citizens. Focuses on the problem of realization of the President's constitutional powers as guarantor of the rights and freedoms of man and citizen. Disclosed deficiencies in the work of the Commission on human rights in the field of environmental rights and is expected to remedy these shortcomings by expanding the powers of the Commission, in order to effectively protect environmental rights of citizens in the Russian Federation.
