Abstract
In the article on the material of archives of the Tyumen region reviews the activities of the police Tyumen province to establish the fundamentals of the Soviet state. Based on the analysis of legal acts of local authorities by the author highlights some of the specific functions of the police in the period of War Communism and the initial period of the NEP.
