Abstract
The article is devoted to reasons of the collapse of the new economic policy in the USSR. Special attention is paid to the three crises, consistently replacing each other in a relatively short period in Soviet state of atypical for its political regime and economic system transformations that, according to the intention of their authors, were to assist in the recovery of industrial production and agriculture. Emphasizes the conditionality of the proclamation of the NEP by the desire to restore diplomatic and trade relations with foreign countries. Based on the conducted research the author draws conclusions about the advantages and disadvantages of the measures taken by the Soviet government during the 20-ies of XX century.
